Guide To 21st Century Network

Since the first customers were connected to BT’s new 21CN in 2006 the £multi-billion project to upgrade the entire UK network is progressively developing towards its goal of positioning the UK at the forefront of modern communications.

BT sees huge revenue and growth potential in new wave businesses - ICT, mobility and broadband - both for itself and for its wholesale customers.

Taking advantage of this opportunity is particularly important at a time when the industry is facing significant challenges. Over time, Voice over IP (VoIP) will increasingly replace circuit-switched communications as the preferred method of communication. And this poses a very significant threat to the business models and strategies of the telecommunications operators, BT included. In a sense, these challenges are a continuation of the tremendous price pressure that the industry has experienced. For example, in the last 10 years international traffic into and out of the United States has quadrupled, whilst the revenues associated have fallen from $11 billion to $8 billion - a proportional drop in revenue of 80 per cent in 10 years.

For former incumbent network operators such as BT, devising a direction for the IP future which is profitable and will sustain growth is the critical strategic challenge. Many operators have decided to minimise outgoings, keep their heads down, and see what happens. The danger is that with IT companies well positioned to succeed in this environment, traditional telecommunications companies could soon find themselves providing commoditised transport services. The intelligence, and therefore value, would be created and located outside the network.

21CN > 21st Century Network
The initial roll out of BT’s 21st Century Network began in Cardiff in 2006

With 21CN, BT has taken an altogether more radical approach.

Key features of 21CN include;

• Customers will be able to access any communications service from any device from anywhere - at broadband speed. The traditional device and geographic barriers to seamless communications are being eroded and exciting new services are emerging.

• 21CN is designed to deliver a worldclass customer experience from end-toend, from accessing and managing a range of services, to receiving the bill - with those services delivered at the same or better quality as today.

• 21CN will drive a radical simplification of BT’s operations, including delivering significantly lower costs and the capability to launch new services to market faster than we can today.

Trials Conclude

Following the successful migration of the first live customers onto BT’s 21st Century Network (21CN) in South Wales, BT has closed the pioneering 21CN voice trial network which made communications history in 2005 when it carried the world’s first phone calls over an all IP next generation infrastructure. The trial network, linking BT exchanges in central London, Woolwich and Cambridge, has carried over 160 million calls and provided valuable testing and learning that is now being deployed with live customers.

BT has migrated some 350,000 customers in Cardiff and the surrounding area onto 21CN during 2007and the completion of the trial marks a point where 21CN has entered a new phase, with BT focusing on the mass implementation of the new network.

21CN: Some Key Facts:

• 30 million lines will be transferred in five years

• BT will spend £10 billion but save £1 billion a year by 2008/9

• When BT turned on the first 21CN customers in Wales last November they had rebuilt 10% of their    network – by March 2007 40% had been rebuilt.

• Around 150,000 lines will be switched every week at the height of the programme

• On average 3 digital line exchanges (DLE) will be moved each week –there are 710 in total

• It takes 20,000 staff hours to move one DLE

• It will take 1,300 working weeks to move customers onto the new network

• 5,591 sites will be inventoried for equipment, space, power and data

• More than 3,000 operating systems and processes are being updated

• More than 100,000 employees are being trained
